Anti theft is probably set. You have to reset by turning switch to crank and let it go do not switch it off .when the security light goes off which should be about 10 mins .then switch it off and crank again and let go this takes 10 minutes do the same again , a total of 3 times then when you switch it offthen you should be able to crank up
Make shore it is getting gas in the carburetor and try to use some starting fluid.

It is most likely in the block,front,or towards the rear of the engine,on the inside toward the car,it will have one bolt holding it in,it pulls out of a hole in the block.

i am a mechanic myself many years messing around all type of vehicles.
Come to the issue of non starting issue of vw 1.4 tdi and pd engine such as in Lupo, i had same issue with one after all diagnostic checks failed we were about to gve up after replacing all the sensors etc then,i noticed the old belt is very much frayed i decided to change the timing belt against advice of others since the belt was available.after i fitted the new belt and tried to start it, boom it did worked. i was overjoyed all thanked me the customer stll drivng the car even after one year past without any problems.

There are four things required for an engine to run: air, fuel, compression and properly timed spark. If you have fuel and timed spark, the only two variables are air and compression. Air is not the likely problem, and compression should be good unless you blew a head gasket or the rings in all four cylinders. How did you determine that you have fuel and spark? Those are the two most likely problem areas.

firs thing is chek for fuel and spark add some crb cleaner while cranking si ifthe engine attempt to star you may have to address a fuel problem listen for humming noise coming from trunk area when key is turned to run position this indicates if fuel pump is running from here you will need a fuel pressure gauge to hooked and check for the rit fuel presuure 30 psi good luck
