Are you missing anything else? Engine cranking, you have fuel injector pulse?
At your ignition coil, brown wire with white tracer, should be hot engine cranking. Probably the same color wire for voltage at your fuel injectors. Use a test light to check for voltage.
If no voltage, check signal from cam and crank sensors. Some of these vehicles the computer has to see proper signals from both the cam and sensor or it won't ground the asd relay. The asd relay sends voltage to several systems including the ignition coil and fuel injectors. Any applicable trouble codes?

Been working on my dad's 97 Caravan longer then i can remember for things you mentioned and have been not able to get him to sell it.
I found that the electrical connections are prone to corrosion and have replaced lots of the wire and pin connection in the wire harness, thank god i have time on my hands.
The instrument panel where the wire harness connects, i found that the solder goes bad and i had to re solder the connector on the back side of the circuit board, where the harness goes so you need to remove the instrument panel from the dash,

You could potentially have a problem with the fuel system. Does the vehicle sputter or seem to have trouble accelerating or going uphill if so I would suggest changing the fuel filter and dependant on the mileage may be due to receive a tune up. (your fuel pump may be going out and would need to be replaced)However, the fuel system has nothing to do with your starter, you said your starter won't even click sometimes. That could be a number of things from your ignition switch to a relay to your starter solenoid going out but with it occuring periodically is considered an intermittent problem/short which could be difficult to determine so start with what I mentioned and have an engine diagnostic performed you can get one for free at autozone etc or pay a dealer or someone like myself over $100 for a 5 minute diagnostic/evaluation

dont think so,seem to remember a reostat somewhere at the bottom of the rad right hand side ,check for earth problems as well ,sorry if vague but i seem to be forgetting things as i get old .
