I was so frustrated
trying to program a remote I purchased online for my 1996 Deville, I could not
get it to work. After reading numerous instructions online and also my owner's
manual, I finally had all the clues needed to get it to work! Hallelujah!! I can only offer the
instructions for the Digital Instrument cluster, however if you have the analog
version, still read step 4 carefully since it applies to both procedures (I had
to consult my owner's manual to get that critical part right). Use these instructions if your DeVille has a Digital
Instrument Cluster 1. Put key in
ignition and turn to ON (you don't have to start the engine). Dash readouts
will come on. 2. Press OFF and
WARM buttons on Climate Control Center (CCC) simultaneously. Instrument Panel
Cluster (IPC) will light all telltales (all segments light up), then they will
go blank and come back on, you will now be in DIAGNOSTIC MODE. Press FAN DOWN
button to scroll through system until "RFA?" is displayed, then press FAN UP
button. Press FAN DOWN button until "RFA OVERRIDE" is displayed, then press FAN
UP button. When "NO OVRD RF S00" is displayed, then press FAN UP button again. 3. When "PGM FOBI
S01" is displayed, press WARM button and "99" will be displayed in left upper
corner of IPC (which is just below the odometer reading). System is now ready
to program the remote. 4. On the remote;
Press and hold the TRUNK button and WITHIN ONE SECOND press the LOCK button
too. Continue to hold both buttons for approximately three seconds. You will
hear the door locks cycle when the programming is complete. You may also notice
the "99" that was displayed underneath the odometer reading will flash and
display "0". TIP: If you do not
program your remote within 30 seconds after doing step 3 (entering "99"override
display), the system will default back to a display of "0" under the odometer
numbers and you must begin again at step 3. 5. To program second
remote, press FAN UP button until "PGM FOBZ S02" is displayed, then follow
steps 3 and 4 to program second remote. To exit system,
press RECIRC or RESET button. TIP: You can program
your Remote #1 or Remote #2 for either position. These numbers on the remote do
not matter. It's what remote you programmed above that determines if they are
now a #1 or a #2. I did not have a
remote for my car until I bought one online. I chose the Remote # 2 because it
was less used and worn. It worked just fine both as a #1 and #2 remote for this
car. FYI: GM part # 16259819
has stamped the # "1" remote. GM part # 16259829
has stamped the # "2" remote.

With the ignition in the "RUN" position (engine does not necessarily need to be running, but it will work either way).
Press OFF and WARMER (or the OFF and PASSENGER WARMER buttons) on climate control panel simultaneously. Instrument Panel Cluster (IPC) will light all telltales, then go blank. System is now in DIAGNOSTIC MODE. After diagnostic mode cycles through and stops, press FAN DOWN button until "RFA?" is displayed, then press FAN UP. If "RFA DATA?" is displayed, press FAN DOWN. If "RFA OVERRIDE?" is displayed press FAN UP button.
If "RFA S00 NO OVERRIDE" is displayed, press FAN DOWN. If "RFA S01 PROGRAM FOB #1" is displayed, press FAN UP button.
IPC will show "0" on right side of Drivers Information Center (DIC) display. Press WARMER button on the climate control unit until "99" is displayed.
Press and hold TRUNK button on the transmitter. While holding TRUNK button, press LOCK button and hold both buttons for a total of 3 seconds. Locks will cycle when programming is complete. If transmitter is not programmed within 30 seconds after entering "99" on the display, system will default and you must begin at step #2 again.
To program second transmitter, press FAN DOWN button until "RF S02 PROGRAM FOB #2" is displayed, then press FAN UP. Repeat step #4.
To exit system, press AUTO, MODE UP, MODE DOWN, or RESET button.

I fought with this issue on my wife's car for almost a year, thinking, ignition, security, starter, changing fobs, etc. I finally caved and replaced the starter - that was it.
When this happens and you turn on the ignition, do the gauges come on,etc? This will help eliminate the ignition switch/circuits as a possible cause.
