2014 chevy malibu p2646 rocker arm actuator system preformance or stuck off bank 1 i cant find it and i need to pass the emmisions test please help god bless

SOURCE: Engine Bolt Torques- 2005 Chevy Impala/3400 Engine

Head Bolts
Step one 37 ft lbs then tignten 120 degrees more

Rocker arms
Step one 11 ft lbs then tighten 90 degresss more

Upper intake
89 inch lbs
Lower intake
132 inch lbs

SOURCE: wont complete scan to pass emission test

When you rest your codes there is a series of tests your ECU has to go through before you can pass emissions. this is done some people can reset the code and go before its sets the code again. on the 96 you can have 2 tests not complete for it to pass. basicly you have to drive the car a couple days for the tests to pass.

check the readiness tests wait until only 2 have not passed. then you should be good.so drive and check.

SOURCE: need torque specs

Valve Rocker Arm Bolt 19 N·m + 30° (14 lb ft+ 30°)
A GM dealer shows me another source, which says 32 Nm (24 lb-ft). Not sure which one is right but they screwed up my car.

The only thing that is left for you to do is to remove the stereo and then disassemble it and remove it yourself. A little daunting but needs to be done. Sounds like it went in wrong and then became jammed

code p 2646 refers to rocker arm actuator A bank 1---performance problem or actuator stuck off=== causes wiring--- rocker arm actuator
discuss the problem with a service dealer shop or an accredited service shop that has experience on your make of vehicle
with rocker arm problems , to stop rotation it may be bottoming out on a valve spring and not letting the cam shaft turn .
talk with a shop for a proper diagnosis and quote

P 2647"A" Rocker Arm Actuator

Your going to need a air pressure regulator or better yet if the ECM found fault price it and replace it
  1. Start the engine, and let it run for 5 minutes, then turn the ignition switch to LOCK (0).
  2. Remove the cylinder head cover.
  3. Set the No. 1 piston at top dead center (TDC).
  4. Move the intake secondary rocker arm A for the No. 1 cylinder. The secondary rocker arm A should move independently of the secondary rocker arm B.
    1. If the intake secondary rocker arm A moves freely, go to step 5.
    2. If the intake secondary rocker arm A does not move, remove the secondary rocker arms as an assembly, then check that the pistons in the secondary rocker arms move smoothly. If any rocker arm needs replacing, replace the secondary rocker arms as an assembly, then retest.
    3. Repeat step 4 on the remaining intake secondary rocker arms with each piston at TDC. When all the secondary rocker arms pass the test, go to step 6.
    4. Check that the air pressure on the shop air compressor gauge indicates over 400 kPa (4.0 kgf/cm2, 57 psi).
    5. Inspect the valve clearance.
    6. Install a 10 x 1.0 mm adapter to the inspection hole, then connect the air pressure regulator
  5. With the specified air pressure applied, move the intake secondary rocker arm A for the No. 1 cylinder. The secondary rocker arm A and secondary rocker arm B should move together. If the intake secondary rocker arm A does not move, remove the secondary rocker arms as an assembly, and check that the pistons in the secondary rocker arms move smoothly. If any rocker arm needs replacing, replace the secondary rocker arms as an assembly, then retest.

Could be a bad oil pressure sensor on bank one or low oil level ,or incorrect oil and filter.

Code P2646

I believe it has to do with the vtec functioning. At certain time in accleration during rpm range the valve timing changes and it is probably a sensor that detects rpms. you need to check with someone else though because I am not an expert on hondas, just understand the principle of how it works.
