If they're the ones in the trunk lid, you'll have to remove the carpet/plastic piece covering it, then remove all the small 10mm nuts holding the panel on. If they're the ones on the outside, you need to remove the cargo net holder and the phillips head screws on the plastic panel and pop off the panel. Then there will be about four 10mm nuts holding the stop/tail/turn assembly in place.

My tail light is out over the license plate on my 1993 buick park avenue. How do I get to it to change it?

There will be 6-10 retainers (sometimes they are 10mm nuts and sometimes they are plastic speed nuts) holding the whole lens assembly to the trunk lid. Once those are removed you will be able to remove the lens assembly and access the bulb. There are six bulbs all together, two for the license place and four tail lights (not including the reverse lights) and they are part number 194. I usually recommend replacing all six while you have the lens removed from the trunk.
