I have a 2003 Lexus GS 300. It will not turnover, and when I hook up jumper cables to the battery, my horn goes off. My hazards go on, and stay solid, but nothing else is happening to the car. My horn immediately stops when I take the jumper cables off of the other car. Is it the battery, my alarm system, other?

When a battery goes completely dead. it needs replaced. you can jump it but you will have to leave the jumpers on for about 30 minutes to get the battery to hold enough charge to start. revvingthe other engine doesn't help, it only puts out so much voltage.
Electronic dash you will need the power on. Pull your car up, hook up the jumper cables and then turn on the switch in his car. You don't have to start it , just power it up.
Either your cable has seized in the open position, or the lever it pulls on has. Have someone sit in the car and gently pull and release the hood release while you spray a penetrating fluid on the cable and the latch it activates. Then try to move the hook portion of the latch by hand.
vsc shuts down any time check engine light comes on. repair engine light problem, reset computer monitoring system and vsc light will go off. must scan computer to pull codes for check engine light and go from there.
