U have a problem in the transmission torque converter clutch control circuit, most likely the solenoid switch that applies the lock up clutch of the torque converter is defective or a the torque converter itself is defective, the trans pan will need to be removed to check the problem further.

The Vehicle Speed Sensor is located on transaxle, at the rear of the engine. I would check the harness connector to be sure it is clean and connected tightly. Also check the wiring for cuts and chaffing. Since it is fairly inexpensive, only about $42.00 from Ford, you may want to consider replacing it, at least to eliminate it as a possibility. You may want to go to a muffler shop to have this done like speedy, I believe the flex pipe needs to be undone to get to the VVS. If there is an Auto Zone around your area, you could always ask them for the step by step instructions to replacing the VVS, and it's free of charge. Good luck and hope this helps.

1998 Ford Truck Windstar 3.8L
SFI 6cyl, there are 4 oxygen sensors on the Windstars They are divided into 2
banks of 2. Bank 1 is the for the rear 3 cylinders of the engine - Bank 2
is for the front 3 cylinders.
Bank 1 / Sensor 1 (upstream) is located just below, in the pipe,
the exhaust manifold on the back of the engine.
REMOVE TIP: you may have to bend part of
the transmission heat shield out of the way - be sure to put it back
when done.
Bank 1 Sensor 2 (downstream) is located just past the drivers
side catalytic converter.
Bank 2 Sensor 1 (upstream) is located just below the exhaust
manifold, in the pipe, at the front of the van - access is from the top.
Bank 2 Sensor 2 (downstream) sensor is located just past the
passenger side catalytic converter.
NOTES:
* Use lots of penetrating oil - allow to soak - to make
removal easier and avoid damaging the exhaust pipe
