The liftgate ajar light stays on on my 2003 ford expedition. it closes and locks fine but i cant open my rear window. is the switch in the actuator itself?

Said safety switch would normally be positioned in the edge of the body seam where the gate can close it. Sounds like it just needs adjusted out closer to the gate. If no adjustment, put a washer of some kind under it. Washer can be anything as long as the switch body is touching metal to complete the circuit when you push it back in.

I had this problem on my 2003 explorer and took WD40 and gave the lock mechanism a good dose where it meets the clasp on the door jam. Then open and close the doors a couple of times to get them working. They get gummed up and sometimes have a tendency to stick.

I highly recommend that you purchase a Haynes service manual for your Outback; we don't have any vehicle without one. The number for your car is: 89101  I checked and found the liftgate described in sufficient detail to troubleshoot your problem. The Haynes manuals cost between $15-$30 US and you can often find the best price on eBay but if you check with any of the chain auto parts stores, you can probably find one before they close today.
I also suggest you buy a cheap digital multimeter for electrical testing. If in the US, Radio Shack has some under $20 US or if near a Harbor Freight tool store, they are under $10. Each of our vehicles has one in the glove box.
I checked the schematic (circuit diagram) for the liftgate actuator and there is no separate fuse for it, it is on the same circuit with the other door locks. There are however, two plugs in the line to the common wires so either of these could be either disconnected or corroded preventing current flow.   I have noticed a random problem with the lock/latch mechanism on ours; if the hatch is closed well enough to satisfy the warning circuit but not completely engaged, one can tug on the handle repeatedly without effect but pushing it forward will complete the latching sequence and then it opens easily; it clicks when happy.

go to your local parts store and buy a can of PB BLASTER lubricant then open each door and spray the latch assembley really good then close and open the door 10 to 15 times. do this with each door. the door ajar light switch is located in the door latch assembley and cannot be seen so soak the latch assembleys really good so lube reaches the switch. these switches sometimes get stuck but this usually frees up the switch

try removeing tailgate panel cover and check cables for free play if there is excess play the latch will not release first try to get behind latches and trip them off manualy the adjust yor cables dont close the gate when adjusting cables close latches by pressing them in there should be two clicks per lock then use handle to release them and keep adjusting till they function correctly it will be agrevating to adjust them but be pacatient and you will get it

Liftgate Window
The liftglass can be released placing the transmission in P (park), unlocking all the doors and then pressing the liftgate window release switch located next to the license plate light. The BCM monitors the liftglass release signal circuit and when the switch is pressed, the voltage drops below 1 V. When the BCM detects the voltage drop, it will send a liftglass release command to the rear window wiper motor which will provide voltage to the liftgate window latch assembly and will activate the liftgate window release actuator to release the liftglass

I would take it to a qualified repair shop that has a professional type scanner that can view BCM DTC'S - diagnostic trouble codes an can view rear hatch switch input data
DTC B3265 00: Trunk/Hatch/Liftglass Release Output Circuit

The liftglass release switch is an input to the body control module (BCM). The BCM supplies battery voltage to the signal circuit and when the release switch is activated the signal circuit voltage goes low. The BCM controls the liftglass release actuator through the rear wiper motor control module. When the release switch signal is activated the BCM applies battery voltage to the liftglass latch release signal circuit. The rear wiper motor control module supplies voltage to the release actuator through the liftglass release actuator control circuit.

Rear hatch keeps opens while driving...

Unless you have electrical diagnostic skills , I suggest you take this to the dealer ! The lift gate can be opened by operating the switch on the instrument panel. Battery voltage is supplied to the liftgate actuator through the body control module (BCM). The BCM will pulse the lift gate actuator when a release input is received through the key fob, or the instrument panel switch.
The body control module (BCM) receives an input from the liftgate ajar assembly. The ajar assembly is normally open when the liftgate is fully closed. When the liftgate is opened, the ajar assembly contacts close providing a path to ground. The driver information center (DIC) illuminates the rear access open message when the gate is open. The instrument panel cluster (IPC) receives a serial data message from the BCM indicating the liftgate ajar status. If this message is displayed and the vehicle speed is greater than 8 km/h (5 mph), a chime will sound.
It could be ajar switch is bad .

Principles of Operation
The power liftgate is controlled by the power liftgate module.

Interior lights, lights on rearview mirrow aren't shutting off.

Spray some WD40 into the latches on the side of the doors then open and close the doors several times firmly.This will unstick the door adjar switch most of the time.Start with drivers door first.

Liftgate ajar is on

There are 2 switchs one each for the left and right liftgate latch, u must detrim the liftgate to replace them, they stick and cause your problem, replace the courtesy light switches on both latches.
