I would like to fit a cold air intake to my 2001 1600i Bantam (Rustler) but the airflow meter is part of the existing airbox and not at the intake manifold like other cars. How do I go about bypassing it ?

either leave well alone or cut it out of the air filter and modify it or make it fit in some way shape or form which is not insurmountable or just leave well alone as you will not make this vehicle go any faster only noisier ,also you could have a problem with the annual mechanical vehicle inspection because this modification is not listed as a permisable modification on the certificate of conformity so you could leave yourself open to a fine if caught driving a modified vehicle

I need the plastic tube between the airflow meter and the intake

You are talking about the air intake duct that attaches to the mass airflow sensor.

93 ranger has clutch problems, will not go into gear. Does that mean the clutch is out?

Make sure that the cluch master is full and that the slave unit is working and that there are no leaks. Master can also internally bypass. If before this happened you had some slippage, then clutch may be worn. (rpm flair on grades or smell like burning brakes or fish)

Air flow sensor puma 1.7i

The mass air flow meter should only be changed after a suitably skilled diagnostician has checked the output on an oscilloscope and declared it to be faulty. Fault codes relating to this component can be generated by EGR valve problems or air intake leaks. If your Airflow meter is really faulty I would expect your Malfunction Indicator Light to be on. If you can get to Hants I could check it out for you. Hope this helps.
