Did you check the starter/ starter wires- the SMALL (blue?) one on the top of it should recieve voltage while trying to start the car - thats the one that actually tells the starter to engage.
A known issue with some of these cars is ECU (computer) related with the solder coming loose from the PCB board and the computer becoming un-grounded electronically. open the computer box up and re-melt the solder to solve that issue. check neons.org for HOW TO's
Try to start it while moving the gear shif all around. if it trys to crank put a new nutural safty switch in it.
