It can be cleaned, but relatively inexpensive and given age of vehicle, just replace. Could be bad electrical connection or other but again... replace first and troubleshoot further if doesn't fix issue.

Any service lights on? If you turn key to on and hear the pump kick on near the back seat its not your pump.

did you check the fluid level by removing the rad. cap? Radiator should be full to top. If Chryslers are low on coolant, the heater will not blow warm air.

This is a fairly large job and it should only be done by someone that has some experience with this engine. The fit is very tight in the PT Cruiser and will involve jacking the engine up and down and a lot of screwing around trying to get all of the engine cover bolts out etc.
I would not even attempt to do this job without a good manual.
It is best if you replace the timing belt, belt tensioner, and idler pulleys while the job is being done.
The water pump is in the front of the engine and is run off of the timing belt.
If you look online at this picture: http://img.neons.org/archives/99RTproject7.jpg you will see that it is on the bottom of the engine on the right.
Bring it to a reputable shop that backs their work as it is easy to make a mistake on this job.

Remove battery and battery support you'll be able to undo starter bolt's trough there and slip starter out.
