I don't know what testing you have done? Any applicable hvac trouble codes? Note the diagram, is the compressor clutch energized? In the diagram, top wire for compressor clutch is voltage. The bottom wire is ground. Check voltage and ground with everything turned on, use a test lite. There are fuses involved, also. Could be problem with pressure switch?
SOURCE: 2001 chevy malibu- when car starts cooling fans do not come on but then do
your coolant temp sensor on the engine block is probably faulty, however, keep in mind that if it really isn't all that hot outside they may not need to turn on. Once you activate the A/C the fans come on automatically since they have to cool the condensor...
If your car is not overheating do not worry about it.

SOURCE: 98 Saturn SL AC/cooling fan will NOT work
Do not let this car over heat a blown head gasket will ensue. Locate and replace the fan relay, if that doesn't fix the problem unplug fan and use jumper wires to ground the plug then feed power to the positive side of plug to check fan, if that doesn't work replace the coolant temperature sensor located somewhere near the intake manifold or thermostat housing area.
SOURCE: 1998 dodge caravan. AC problem. My AC doesnt work,
do this calibration reset, it will usually rest he lights and the ac will work again, if it doesn't reset you have a part failure and the dealer you need to hook a Chrysler scan tool to diagnose the problem.
