Make sure of two things one is any wires touching at the starter to ground or melted and or is the starter drawing too much amperage causing the fuse to blow.starter may have a dead short in it.

Question: Did you have any new accessories installed into the vehicle recently? Example: stereo, boom box, fog lights, or such?
In order to find the short, pull the individual fuses one at a time until you find out which one is blowing the big one.
(There is another way, but I wouldn't recommend it unless you are an electrician with a large fire extinguisher. )
Where did you buy your fuses from? Because there are some fuses that are floating around that were substandard and blew way too soon.
My brother bought some for his vehicle and they kept blowing on him. The fuses were recalled (and they were cheap discount fuses,) and when he bought decent fuses from an auto parts store, problem went away.
I commend your mechanic for putting in the 30 amp circuit breaker to try to find the problem. Excellent idea.
(If it turns out that they were cheap fuses, you should take all your bills, including the tow bill, back to where you bought them and get them to pay for it.)

I took the van to my mechanic (Garage) and he could not find the problem you suggested. Both the starter and the wires are ok.

My mechanic could not find the reason the fuse was blowing. For some unknown reason , when he replaced the blown fuse, for the mechanic the van started. He shutoff and restarted the van many times and there was no problem with the fuse. He tried to check the electrical circuits and check for the short circuit causing the 40 amp fuse to blow.
Finally he installed a 30 amp fuse that resets itself without blowing. I will have to drive the van for several days and see what happens (if it stalls again).
The reason for the 30 amp fuse is that he does not want anything bad to happen if he installed a fuse that resets itself.
If after several days of driving the van, if there is no problem , I will install the regular 40 amp fuse and see if the problem develops again.
As a precaution I told my mechanic (inspite of his assurance that the starter was OK.) to install anew starter as I did not want to pay $ 480.00 for a new starter from another garage in the middle of the night.
The no start problem caused by the 40 amp fuse has already cost me a tow of 140 miles from QUeen new york to connecticut(100 mile free tow from AAA and 40 miles at $ 4.50/mile plus tolls).
I am keeping my fingers crossed and hoping for the best. So far I have started the van for 20 times and it is working fine.
