SOURCE: Installed a new AC Compressor in a 97 Buick LaSabre
Yes there is a way to kick on the a/c compressor. In my honest opinion you should get the system pulled down with a vacum to remove any moisture from the system before adding refrigerant.Doing the keeps the system running good and if you don't it may void your warrenty on the compressor. To get the compressor running to ad refrigerant locate the low pressure switch in one of the a/c tubes (It should be a two wire pigtail)now unplug it and jump it with a paper clip or jumper wire. With the car running you should hear and see the compressor kick on.Please be carfull there is nothing in the way of moving parts before you begin.
SOURCE: How to change a serpentine belt on a 97 buick
CAUTION
To avoid personal injury when rotating the serpentine belt tensioner, use a tight fitting wrench that is at least 24 in. (61cm) long.
You can use a box-end wrench on the pulley nut to rotate the tensioner ...
... then remove the belt from the pulleys

There is a good chance that the wheel speed sensor, (ABS sensor) has gone bad or gotten to dirty. It's common for the ABS sensor to get too dirty and can not read the speed ring on the wheel hub since it's magnetic. The common repair is to spray Brake Parts Cleaner on the ABS and speed ring on the hub and inspect for damages to the wire harness. The ABS sensor is on the inside of the wheel hub so it's easy to get to, if you not sure what your looking for. Remove the wheel and along the A-arm, you will find a wire harness which leads to the wheel hub (Bearing). There is where your going to find the sensor, just clean it and inspect for corrosion and gap, you can take paper and fold it 5 times and place it between the sensor and speed ring for the proper gap. Good luck and keep me posted, if there is a Auto Zone around your area, have them scan the car just to make sure it's not your ABS modulator which would cast $$$ to replace.

More likely it is the hazard/turnsignal/highbeam/cruise control switch module. It costs about $275 for the module. However there is a repair kit for the likely culprit...the hazard button. Try jiggling it around a little, see if that helps. Spray a little WD-40 into it so it can jostle back into it's correct position. You could try a junkyard unit or Ebay. It's not too hard to change. The hard part is doing it without removing the steering wheel. It can be done. I've done it. But hopefully you can locate the repair kit which costs about 15 dollars. Good luck.
