I have a 1997 Ford Taurus 24valve 3.0L 6cylinder DOHC with the P1518 code. The IMRC sticks open, but is due to the control box, not sludge. E.g. 3500RPM, go back to idle, IMRC stays open, unplug power to the IMRC box alowes it to close, but plug in IMRC again reopens again; only powering off the car total resets the IMRC, until I hit 3500 RPM again.
There is a technical sevice bulletin for this exact issue. Go to the dealer and request they reprogram the pcm. You should not pay more than a half hour labor, they'll probably try to get a diagnosis fee out of you. Tell them no, just reprogram the pcm to latest calibration. If this doesn't fix it, then repost or pay to chat, but that should fix ya.

Possible Causes:
IMRC control circuit shorted to ground or to system power (B+) .
IMRC shutter valve actuator is stuck closed .
IMRC vacuum hose is loose or disconnected.
