Disconnect the fuel line from the intake and place it into a bucket or some sort of container and then switch on the ignition and see if fuel is being pumped into the container. If no fuel is being pumped find and check the fuel pump fuse. If fuel is being pumped into the container check the line going into the intake manifold for any blockage. You should be able to narrow down where the problem is, be very careful when performing these checks.

Here's a lot of to do / to check list.

clean air filter
clear air passage intake tube
clean mass air sensor MAS with electronic part cleaner
clean carb. or throttle body with carb. cleaner.
check or replace spark plug/wires/cap/rotor
check timing
change coolant (it's over due)
oil change (it's over due)
fuel filter (it's over due)

spray carb/choke cleaner under intake on mating surface to lower intake. go around the whole intake, dont be shy but spray it.(motor running) does rpm change? if bad seal Usually rpm raises. if so replace intake gaskets, $22.00 parts. Is check eng light on? if yes code check it.although it will only read lean as it cannot detect air leaks. if no code or light carb cleaner is the way to check for air leaks. NOT STARTING FLUID!! It might have something to do with your mass/air sensor located on the intake tube. Try cleaning the mass air sensor with the appropriate cleaner and also try cleaning the throttle body with carb cleaner.

When I start my car the motor starts and then when I give it gas it dies

If your car is carburator'd this indicates that your main jet is blocked. The easiest way to clear it is to remove the air cleaner , start the motor, get it to rev up by feathering the throttle linkage, when the revs are up, put your hand over the carburetor air intake , sealing it as best you can. This causes a good vacuum in the carburetor sucking the crud out of the main jet.
If you can't see fuel squirting into the carb ( when the air cleaner is off) your carb pump could be the fault.
If your car is injected run some" injector cleaner " through your engine to clean your injectors.

When i start the engine it will run at about 3000rpm .i checked the cables at the carb and the gas.what else could it be pedal

Check for vacuum leaks. Check PCV hose and other vacuum hoses. Spray carb cleaner around intake, throttle body and vacuum hoses while idling in park. If spraying anywhere causes a change in idle. that area has a vacuum leak.
Possible IAC motor dirty or defective. Remove it. Clean the IAC plunger tip and the throttle body passages with air intake/throttle body cleaner spray can. Reassemble and start vehicle.

Accent 1.5 air fuel mixture problem

Try disconnecting the battery for a while to reset the ECU and see if that helps any. Otherwise I would start checking for vacuum leaks. You can do that by spraying a little carb cleaner around where the suspected leaks would be. If the engine rpms go up then it is burning the carb cleaner off and you have a leak. Check around the intake manifolds and throttle body as well as any air hoses around them.

yes here is the common problem

Here is the most common cause of surges and stalls and low idle rough idle, it is the idle speed control air-bypass valve and throttle valve (IAC for short), they get full of gunk over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.
