You need a head light switch. buy from carquest (significantly less expensive then dealership).
remove knobs (small insert on pull knob press in with a small flathead while pulling towards you, twilight knob pops right off)

take off the cover plate over steering wheel (pop out with flat head screwdriver)

then cover over instruments (small torx bit 5 screws, 2 hidden by previously removed cover).

three small bolts hold in light switch.

Sounds to me like you have a short in your electrical system. Let me guess, you had an aftermarket stereo installed and then unistalled. then you had some wires exposed inside the dash. You could've grounded out somewhere in there. check and make sure no wires are exposed or touching any metal. If this problem goes unrepaired for a period of time, it could start a chain reaction of shorts in your fusible links. when your dash lights go out it's an indicator that your tail lights are out.

In that car the fuse for the rear lights is also the same fuse for the dash lights. They did that so you would know when your tail light were out. Replace the fuse.

you have a dead short in the wiring harness. Easiest way to diagnose is remove tail/parking bulbs and systematically replace them one at a time. When you replace them, not buy new ones just unplug them, your problem circuit will be when the lamps go dim. That's your short.

Let me know how it goes!

Tail, dash, and license lights will not turn on with head lights

the plate and tail lights are on the same fuse you can check that fuse and the dash light fuse with a test light,
but i'm pretty sure your head light switch is the problem,
