It sounds like a relay to me
It is most likely the Cruise Control Release switch that is mounted near the brake master cylinder under the hood. Ford sells a kit #9F924 that includes switch and short wiring harness for less than $30. If you search for it online, make sure kit includes the screw-in switch and wiring.
Check fuses and relays --if you have any check engine light cruise wont enable --check and test switch
I am not familiar with this model but often this sort of fault is caused by one of the various inhibitors on the system that stops it's use in a dangerous conditions. Pressing the brake pedal for instance automatically stops the cruise otherwise it would try to speed up when you are trying to slow down. If this is a manual transmition vehicle it will have microswitches on the clutch, gear change, brake and hand brake. Automatics will have them on the brake, gear change and hand brake. Check these microswitches for correct operation.

Your manual should tell you that. Also check your brake light switch by the brake pedal. It also disengages the cruise. If it is bad the cruise will not work but the brake lights may still work.

Have seen this problem before. You need to look under dash at brake pedal and find a blue switch with plunger contacting pedal, disconnect connector and jump with a peice of wire and drive to see if cruise works and if it does replace deactivation switch this should get you going.

a screwdriver or a socket
The adjustment screws/nuts should be located either on the top of the headlamp assembly,
behind the headlamp assembly, or near the frame rail by the radiator
support.
You will have vertical adjustment screws for each independent beam
(separate highs and separate lows, but will be same screw if highs and
lows are the same bulb). You may also have additional horizontal
adjustment screws as well
Park
your car on a level ground 30 feet from a wall and measure the height
from the ground to the bulb and mark on a wall (do this for highs beams
and low beams if the bulbs are separate, if highs and lows are the same
bulb, only do it for the lows)
If the headlights read VOR, then
aim the brightest part or cutoff part just below the mark on the wall.
If it says VOL or nothing, aim them 2 inches below the mark on the wall.
