I don't think your Dodge Dart has a fuel filter, except the sock that you replaced when you did the fuel pump. Your fuel pump relay may be bad. Find a quiet area where you can actually hear if your fuel pump is kicking on when you turn the ignition key to the Run position. You should hear it Buzz for about 2 seconds. If it doesn't buzz, you either still have a bad fuel pump, or your relay or possibly fuse is bad.
Will run for seconds, minutes ???

I had the same problem with My 1990 F150 300 6cylinder 4x4.....I cahnged all the same things you did, finally I sprayed a can of Gumout through the throttle body and it worked and ran great. Now I add fuel injector cleaner to the gas and a regular clean with the gumout and the problem has'nt come back. Good Luck to you and hope it works!

Same thing happened to my '89 Dynasty. Turns out the security system was engaged and this stops the motor from running; therefore. a thief cannot drive away with the car! The system is set by using the power locks or an autolock fob, but not by locking manually. Disconnecting the battery will also engage the security system. To disengage, close the driver or passenger (front) door and turn the key in the lock.

Well, also check your fuel filter. Also, when was the timing belt changed last? Make sure there is fuel pressure at the fuel rail. Check compression with compression tester. Other could be the throttle body. Make sure it is not in limp mode.
