Hello, There are several things which can do this. First, cut off the A/C and then rev the engine as before. If the chirping goes away, the noise was either the A/C clutch or the Serpetine belt slipping with the load. For the A/C clutch, you can try a little rust removal between the drive plate and the pulley with the engine OFF. You can use sandpaper and try to knock off the rust. Then put a little oil on to condition the metal. Then try it with the A/C on.
If the chirp is still there, you have to check bearings on the Pulley tensioner, Alternator, Water pump, and Power steering. It is possible for the Pulley tensioner to have a weak spring or you may have a stretched Serpetine belt. This condition would cause the belt to skip under a load. If the belt is checked with small cracks, just replace the belt. Take off the tensioner and compare the spring tension and wobble in the pulley to a new unit at the Autoparts store.
If still no success, the chirp could be a water pump bearing. The old way off using a piece of wood on the housing of a part while the engine is running is dangerous, but effective. I believe you should have already found your problem before this measure is needed. Dry Serpetine belts make quite a lot of noise and is probably your problem.
To replace the water pump of the 1993 oldsmobile cutlass supreme, please follow the steps below:
Disconnect negative battery terminal from battery.
Drain coolant...if new save and reuse. If not replace it with premix 50/50 antifreeze. You can mix your own but for convenience use the 50/50.
Remove air cleaner (if located in the way), and remove Radiator overflow tank.
Remove serpentine belt and tensioner. (rotate tensioner counter clockwise to release belt tension (write down routing of belt before removing)and remove the belt from the auxilliary components and slowly release the tensioner. On 3.1 and 3.4L engines remove tensioner retaining bolt and detach tensioner assembly from the engine.
Remove alternator and its brackets (AC compressor if necessary)
Remove small belt guard just above water pump (on 3.1L)
Remove water pump mounting bolts (around the perimeter of the pump- approximately 5 of them) and remove the pump. If it is stuck tap with a SOFT-face hammer GENTLY!!!
Clean fastener threads and any threaded holes in the engine to remove corrosion and sealant. Remove any residual gasket material left on block
Use Lacquer thinner or acetone to clean the engine and water pump surfaces that will come into contact with each other.
Apply NEW gasket if not attached to H2O pump
Attach pump and gasket to engine block and start the bolts finger tight Tighten in 1/4 turn increments to torque Torque for 3.1 and 3.4L is 89 in-lbs....THIS IS NOT VERY HARD!!! TIGHTEN WITH SOCKET AND RATCHET TILL 1/2 TURN PAST TIGHT!!!!!
Reinstall all parts you took off to get to this darn thing.

you will need a power steering pump pulley removal tool in order to remove pulley and not cause damage. an intsallation tool is needed to reinstall also. if you don't have you can go to auto zone or pep boys and get a loaner from them. hope this helps.
Hello ycharger. The cavalier uses a spring tensioner and is not adjustable. If your belt is loose it is most likely that the tensioner has seized or the spring has broken and not keeping the belt tight. It will require the replacement of the tensioner as an assembly.
Not a real easy one to do though. Here is the guide from the manual.
Disconnect negative battery cable and remove the coolant reservoir.
Remove serpentine belt.
Remove two generator bolts.
Remove power steering pump and position aside.
Remove tensioner bolts and tensioner.
Reverse procedure to install, Torquing tensioner bolts to 37 ft. lbs.

Remove the 4 bolts, then remove the under cover No.1.
REMOVE FAN AND GENERATOR V BELT
While releasing the belt tension by turning the belt tensioner
counterclockwise, remove the V-ribbed belt from the belt
tensioner.
INSPECT V-RIBBED BELT TENSIONER ASSEMBLY
Check that nothing gets caught in the tensioner by turning it clockwise and
counterclockwise. If a malfunction exists, replace the tensioner.
INSTALL FAN AND GENERATOR V BELT
While turning the belt tensioner counterclockwise, align with its holes, and
then insert a bar of 6 mm (0.24 inch) into the holes to fix the belt
tensioner.
Install the V-ribbed belt.
While turning the belt tensioner counterclockwise, remove the
bar.
If it is hard to install the V-ribbed belt, perform the following
procedure.
(1)
Put the V-ribbed belt on all parts except the P/S pump, as shown
in the illustration.
(2)
While releasing the belt tension by turning the belt tensioner
counterclockwise, put the V-ribbed belt on the P/S
pump.

Install the engine under cover with the 4 bolts. Torque: 29 Nm (296
kgf-cm, 21 ft. lbs.)
Hi. Here's the proceudere on how to replace the water pump of your 97 Chevy Cavalier.
•1 Drain the cooling system. Place a large oil drain container under the drain fitting located on the bottom of the radiator. Turn the drain fitting counterclockwise until fluid is draining from the radiator. Use a pair of pliers to turn the drain fitting if you cannot turn it by hand. Turn the fitting clockwise to tighten it after all of the fluid has drained from the radiator.
•2 Remove the cooling fan. Disconnect the electrical connection from the fan motor. Remove the bolts holding the fan assembly to the radiator support with a ratchet wrench. Pull the fan assembly up from the engine compartment and remove it.
•3 Remove the serpentine belt. Place a wrench over the belt tensioner and rotate the tensioner to release the tension on the belt. Pull the belt off the pulleys and remove it from the vehicle.
•4 Remove the water pump pulley. Place a screwdriver behind the pulley to lock it in place while removing the pulley mounting bolts with a ratchet wrench.
•5 Disconnect the coolant hoses running to the water pump.
•6 Remove the water pump mounting bolts with a ratchet wrench or wrench and remove the water pump from the vehicle.
•7 Clean the mating surfaces of the engine block and new water pump with a towel saturated with lacquer thinner.
•8 Apply a thin layer of RTV sealer to both sides of the new water pump gasket and place the gasket on the new water pump.
•9 Place the water pump against the engine block and finger tighten the water pump mounting bolts to hold the pump in place. Tighten the bolts with a torque wrench to 18 foot-pounds.
•10 Place the pulley on the water pump and install the water pump pulley mounting bolts with a ratchet wrench.
•11 Attach any hoses previously disconnected from the water pump.
•12 Install the serpentine belt. Route the belt over the pulleys according to the routing diagram in the engine compartment. Place a wrench over the belt tensioner and rotate the tensioner to tighten the tension on the belt.
•13 Install the cooling fan. Gently lower the cooling fan in position and install the mounting bolts attaching the fan assembly to the radiator support with a ratchet wrench. Attach the electrical connection to the fan motor.
•14 Refill the cooling system to the appropriate level, start the vehicle and check for leaks around the water pump.
Water pumps on front wheel drive toyotas are typically driven with the timing belt. You will have to support the engine weight from below and remove the upper right engine mount. The external belt driven alternator and A/C pump belts are in the way and they must be loosened and belts removed to pull off the plastic timing belt access covers. Once you pull the top cover off, you will see the water pump. Be sure to set your timing right after your pump replacement. The idler pulley tensioner often does not provide enough force to maintain tension on the timing belt, so you will have to pry on it before you tighten it's bolt. If you don't, then the belt may slip and your car will not run.
1 disconnect battery ground cable
2 drain cooling system
3 on models with a/c, proceed as follows:
a discharge a/c system
b loosen upper and lower compressor bolts and remove compressor drive belt
c remove a/c line from top of radiator shroud
4 remove water pump drive belt
5 remove reservoir tank from radiator bracket
6 remove radiator shroud and fan/clutch from vehicle
7 remove waterpump pulley from waterpump
8 remove timing tensioner and timing belt
9 remove dipstick tube
10 remove alternator mounting bracket at water pump
11 remove water pump mounting bolts and water pump
12 reverse procedure to install, using new gasket and rubber seal
well get ready cuz ur not gonna like it in order to change the water pump you must remove the top left motor mount then remove all the belts and plastic covers you can get to then pull the harmonic balancer and acc belt tensioner then then remove the rest of the plastic covers take off the timing belt and tensioner pulley assembly then u can remove the water pump install is reverse of tear down but make sure you get the block clean and replace the timing belt too otherwise that water pump wont matter cuz you'll meed a new enginge when that belt breaks
