Where is the thermostat? Needs new one I think.

Check the thermostat first and the heat blend door next .

yes it does need changing. sounds like its sticking.

Remove thermostat (temporarily) to verify if coolant passage ways are blocked. If it circulates with thermostat out, then your thermostat needs replacing.

I think 220 is the proper temperature for the fan to turn. 220 is too hot and that's why it is turning on but should never have to ideally. What your car likely needs is new coolant and a new thermostat. I recommend a 185* thermostat.

follow the top radiator hose from the radiator to the engine, the spout the hose hooks to on the engine is the thermostat housing, you unbolt it, pull the old thermostat out, clean the joining surface of the thermo housing and the engine block of debri (old gasket) install new thermostat making sure the spring mechanism on thermostat is installed towards the engine, put the new gasket in place and reinstall the thermostat housing.

only the top hose gets hot m8 means the therm is opening up like its needs to do. i think your temp sensor/ sending unit is on the fritz

It needs a new thermostat.

Make sure it has enough antifreeze otherwise try giving a good flush

there could be an air gap in you coolant circuit, make sure you have purged the entire cooling system of air that might have been be trapped in the cooling circuit when you changed the T-stat.

i dont think it needs a waterpump. what temperature thermostat did you put in? unless the fan is running all the time maybe. i would try another thermostat, the engine needs to be at least 195 degrees to produce decent heat.
