Replaced the resistor and work for a week the went out again
Fan would stay on when I turn the truck off so replaced the resistor and it worked for a week then quit I hear a slight whining noise from the blower motor

A/c compressor works fine and the blower motor works and shutdown right? it is the problem with the blower resistor or with blower motor relay. try to direct the resistor irrespective of the speed. hope the problem may be solved.
seriously I would be making a jumper wire to the battery for the blower .. power it directly..as long as you put a fuse in the line..and an on-off switch..
The same problem happend to a customer of mine. I replaced all fan relays to fix the problem. (there are three) also as for the gauge it was the instument cluster itself that was faulty. My answer to you is make sure they replaced all the relays.
I had a truck about the same year with the same problem, it was the wiring harness, but id check the resistor and the fan first before replacing anythings,
i would try to find the right fan setup the reason that resistor is there its really a speed control at 185 the fan turns on low at 227 the fan then goes into high i just went thue this on my 84
