My 1992 Saturn SL1 has a fast idle (1500 rpm) but when I go to take it out of park or put it back into park the idle jumps to about 3000. When driving if you let off the gas it stays at the same tach speed you had it at until it shifts to the next gear (automatic trans)and then it drops but inches back up on its own.

3000 rpm? This is pretty high for idle. You need to have the stored code read from the ECM. Usually this is a simple O2 sensor but with it racing to 3000 rpm I would have this diagnosed by a tech at a shop.
