You need to test voltage and ground if you have less than 5 volts you have a problem with voltage not a problem with the throttle position sensor you may have gum build up in the throttle plate not allowing the plate to go to the full close positions and that can throw the same code you are getting. Also if you have a reading of .2 ohms or more from battery post to ground or to engine to ground or to engine ground to throttle to ground that could be your problem, after testing these items then next step is testing computer. But try cleaning the throttle assembly plate inside the backside and in the mouth where the plate goes. Also the Wide-open and idle position must be set when replacing the sensor or you will get the same error.
Testimonial: " I can't thank you enough. It does make great sense. I can do this cleaning of the throttle body. Again, thanks. I'll give it a go."
Be sure to reset the throttle postion sensor you need an ohm meter to do it and I can give you the instructions if you need them. you have to set it at idel 0 ohms and wide open at full throttle. 1/16 of an inch can make a difference and thanks for rateing.
Just checking in on your problem did it sove it for you? Let me know.

I know this posting is old, but wanted to thank you for the information. I too am having this problem with my 2002 NB. It appears that this issue us common with VW that have installed an aftermarket Radio. Mine too had an after market radio when I purchased it. The car runs well when it does not throw this error code. I am wondering if it is not the EMC. I plan on working my way up, first the TPS, then the fuel actuator (I think this is what it is called), then the EMC. Do you think I should replace the radio first before spending the money on an EMC?
I would appreciate the instructions on resetting the TPS. My Bentley Manual talks about having to reset the TPS to the EMC with a VAG or OBDII reader. Is this the same as what you are talking about. I do have an OBDII Reader.
Thanks
