If it's a straight shift, check the button on the clutch pedal. There may be on for the brake too. These will disengage the cruise when you press the pedal. If they arent operating properly, it could prevent the cruise from even working.
Remove the top plastic engine cover- 4 small bolts
inspect throttle assembly. There should be a container ring/wall so the cruise cable cant jump out of the thing-sideways
if that's broken -there is your problem. It has been a common problem

very common problem is the door lock actuator. i would recommend replace that. a good idea also would be to remove the door panel and check all the rods that connect to the assembly and make sure one didnt pop off.

somewhere the wires to and from the radio are not connected ,need to check the controls in the steering wheel, it might be loose? and the back of the radio!!!

to see if the right voltage is getting there
and ull need a workshop manual for your car so u can see what is the voltage expected there (its probabbly 12 v. but im not 100% sure to say this)
