I would suspect you have a defective ignition starter switch, this is the main switch the the ignition key cylinder operates and it powers up the while electrical system,. It is under the steering column covers.

the "puddle lights" should go out about the same time as the interior lights,after removing the key from the ignition,if not try an alarm/immobiliser system reset as per the book.

Minivan has no interior power or lights without key on

There are three possible situations I can think of. 1, there are usually switches on the main interior light that can be turned off to stop the lights from coming on when the door is opened unless the ignition is on. 2. There is a problem with the ECM or Alarm that was installed. 3. There is a fuse out. Check your fuses on the interior and under the hood of the vehicle.

Primary fuel pump requires replacement. Your secondary fuel pump is used only for starting and WOT situations. This is why your vehicle will start, run, and die.

2003 Jetta Fuse diagram

When you open the driver door does the little light in the door panel come on. Or do you notice if the dome light comes on when set to door open setting? If it's a gli it has electric door locks and remote. If they don't come on with the door open the door is not sensing being opened by the microswitches in the latch. When you unlock the door with the remote and open the door without putting your key in the ignition the doors probally will relock (just make sure the key isn't in the car alone) about 15 seconds later. A normal effect as safety when the door isn't opened the car will relock. If this is the situation you can start by checking the wiring in the accordian between the door and frame for cut wires and the connections in the kick panel behind the hood release, but 99% of the time it is a defective latch.
