Check your flasher can
I suspect it is the relay. Now where is it located? I believe you will find this relay in your fuse box. Most likely there is also another fuse box under the hood of your car. I suggest referring to your owners manual. There you should find it’s exact location. You do not want to purchase an aftermarket relay. They sometimes have a delay before flashing. This can be dangerous. Go to the Chrysler dealer to purchase one. I hope this information is helpful.
Make sure your battery post are clean, has a 12.5 volt charge. Do not attempt to do any of this work without good mechanical knowledge and proper (PPE) personal protective equipment. consider protecting the vehicle batteries contain ACID, will be on your rags, hands and tools when working with battery and battery atyachments. Consider a though review of your shop manual...some libraries will have a copy for your vehicle. YouTube review. Do the battery cable reset proceedure. Please follow these instructions very carefully.
Disconnectthe negative battery cable, then the positive cable leads from the battery, count to 30 seconds, then touch them together for another 30 seconds. Onve this is done put it all back togetherpositive lead 1st, then negativelast onto the battery. Now do another opperational check of lights and turn signals and such. If all is working normally...you will need a fuse box. If not, you will need a new turn signal switch.

I am having the same problem with my 1999 chrysler concorde amoung other problems. But they will work at times and then they will just stop for no reason. Have you found any solutions yet?
SOURCE: I have a 1995 chevy cavalier and the turn signals
First, is it doing it on BOTH isdes or just on one side? Example: turn signnals flash OK when turning left, but only come on and stay on when turning right. If it is doing this, then you most likely have either a blown bulb or a bad bulb socket on the side that is not flashing. You need to check both the FRONT and REAR bulbs to make sure they are all functioning properly.
If it is doing it on BOTH sides, then you either have a bad flasher, or at least 2 bulbs burned out (one or more on each side).
Are you sure you replaced the correct flasher? The flasher for the HAZZARD lights is plugged into the convinience center under the left side of the dash. If this is the flasher you replaced, it is the wrong one.
The turn signal flasher is mounted to the driver's knee bolster bar near the steering column. It is held to the bar with a clip. (see diagram)
