1st hook up a scan tool and verify the vehicle speed sensor is outputting a signal on the scan tool, if that is ok then the dash cluster is likely the problem and will need to be rebuilt..
Does the check engine light go on??? there have a couple possible causes for your issue, one could be a clogged fuel filter, another could be a plugged catalytic converter.

does it now rest at zero with car stopped? if it doesn't then probably the little spring called the clock spring is broken. on most cars it's pretty involved to fix this, you will have to take the dash apart to get to it. hope that helps
it could be a chaffed wire on the fire wall and also still could be the alternator unless it was brand new i would have it checked personally. then start check the accuator for the needle its self
