So you have a frozen Idler Pulley. Usually, these are tensioner pulleys; where it moves up and down to tighten the belt (as i'm sure you know). There should be a bolt. Using a socket and rachet (long handled if possible; if not, use a ratchet with a bar, or an open end wrench for leverage. The bold should losen counter clockwise; standard (righy tighty, lefty loosy) ; It may take a bit of strength to break it loose, but it will come out. Once the bold is out, wiggle from side to side as you pull; may use a flat head screwdriver to help pry it off. Put the new one on, and tighten it up. NOTE: Depending on your belt direction of rotation, (and engine type) the pulley may want to move as you tighten it; Do this...tap the end of the racthet with a mallot or hammer once you have gotten it hand tight - it won't take much more after being hand tighten so don't beat up the ratchet trying to torque it on. As long as it's tight you can put the belt back on and be on your way. I sincerely hope this is useful information for you and helps you fix your car.
