check the brake light circuit (do the brake lights work), this is what provides power to unlock the shifter, it is called the brake park interlock and is one of the new DOT safety devices..

Was sent in by another poster, just posting his results which fixed mine. Problem was relay $50.00 at GM only.
Check the relay module. 45 or 46. on the engine relay block. you can
swap the two they are the same part number, then you will know. Dont
start the engine, just check the lights. If it works replace the relay
module. You may have to order the part from the parts store. Or go to
the dealer to get it.

The shifter cable is adjustable in the column. Remove the column covers and see if you can adjust the cable. You problem is with the cable.

Sounds like a fuse. Are you getting power to the driver door module (control cluster as you say). Below are 3 pictures for you. The first one is the location where the fuse box is located for that fuse (under drivers seat in the rear). The second picture is a diagram or the latout of the fuses. The fuse you want to check is the fuse marked "LT DOORS" or the one marked 02. It should be a 25 amp fuse. The 3rd picture is a wiring diagram for the circuit. If the fuse isn't blown check the power wire from the fuse box to the driver door control module. Sounds like a power issue. chances are the shift cable is broke at the transmission, I drilled the rod out of the shift lever and ran a shoulder bolt through the shift lever and cable end and finished up with a lock nut.
