2006 Hyundai Tucson Harmonic Balancer noise
I'm blaming you pal ?????? try to locate the issue by having someone run the car out of gear ...whilst look have a look under the bonnet listening for it ... Simulate the conditions ..operate the Air con.. Engine running
Testimonial: "the thing is the bolt is halfway loosened cant get it out or tightened itd very tight. the noise is definatly from the pulley could it be because its loose?"

Wow!!! I don't think I would put that much faith in gorilla glue. I had the same problem and had to replace the hb pully. My belt ended up slipping and jumped a few teeth causing the car to be badly out of time. Fix it before that happens.

You say the bolt is tight? then if that is the case the balancer out ring is comming apart, the balancer needs to be replaced
SOURCE: Harmonic balancer bolt direction for loosening??
CCW , and your going to at least put the new timing belt on and balance to check for compression. you can run an engine without the covers installed or accessories hooked up

You may need an impact gun. If loctite was used, you will need a gun.

you can put a breaker bar and socket on the bolt and unplug a) the injectors or b) the coils so it wont start and crank it over like 2 times put the breaker bar on the pulley with the handle of the breaker bar touching the ground and u crank it and it'll break free
