It's probably your scanner, but you might want to check power and ground at the DLC. Use this pic it's universal.

SOURCE: My rear seatbelt in my subaru outback is locked and wont pull out to buckle up. Can it be fixed

I assume you've already worked the seat belt end back and forth with force. Did the belt move at all? Did you remove the rear seat bottom cusion from the car? That will give you additional leverage on the belt.
If the belt twisted the last time it was used and then rolled up, you need to go to the dealer or an upholstery shop for help.

My passenger seat belt alarm goes off when nobody is sitting in the seat. It thinks someone is sitting there with their seatbelt unfastened.

Try squirting a little WD40 into the seatbelt unit as the spring may be seizing and showing the wrong message , alternatively the electric unit on the seat base itself may be faulty and need changing.

Seat belt alarm stays on even with belt fastened.can I disconnect or repair myself

You can disconnect it yourself. There is a wire lead that comes from the seatbelt fastener, you may need to lift the carpet up a bit. This lead will have a connector, dis connect it at the connector. This will deactivate the alam, however your seatbelt light will remain on. From here you can see where the malfunctioning switch is, if you feel confident to change it.

2006 grand cherokee seat belt

Have the same problem in my 98 Toyota Rav4. I squirted the female buckle (bolted to seat, not holding strap harness) with wannabe WD-40 lubricant from the $1 store, and it seem to have solved the problem. I'm guessing the spring mechanism is worn out, which is why the harness buckle won't lock. Another solution is to replace the female lock buckle with an identical part from the used parts junkyard store.

The seatbelt light on the dash stays "on," even when everyone has their belt on, but I don't bother servicing that. If yours have an audible alarm instead of an indicator light on the dash, locate the source of the alarm sound and disconnect the wires to silence the sound.

Even after I buckle my seatbelt the chime still goes off and my car does not recognize it is buckled. Please tell me which fuse I need to take or what to do and dont tell me to check my manual and follow...

Try looking for a wire that connects to the seat belt somewhere under the seat it could have become disconnected or cut. Also try taping the fastener with something like a hammer maybe a bit of WD-40 cause something might be sticking inside the fastener.

Thanks

I have a 1997 toyota corolla that one of the chimes (seat belt, key ignition or lights) just started dinging and won't stop until the car is turned off.

Get in the car, make sure your dome light is set to door-operation.
Close all the doors, does the dome light go out?
If so, it's not the door ajar chime. If not, one of your door pin switches is defective.
Buckle your seatbelt, does the seatbelt warning light on the dash go out?
If so, it's not the seatbelt alarm. If not, it's the seatbelt buckle receiver.
The light warning works with the key off, so it is not that since turning the car off would not stop it.
Last thing it could be is the ignition key alarm.
I have seen a few malfunction over the years.
