Usually no separate fuse for the washer pump, it is on the same circuit as the wiper system.

Intermittent wipers are controlled by mufti-function switch (under steering wheel). However, Ford saw fit to include a 'rain sensor'. Located Windshield Front Center. Please provide more info if this doesn't help.

Do you hear any kind of noise when you starter the wiper function. If yes then fuse is ok, but issue is wiper motor.

Check in Passenger Fuse Compartment position 10, 30AMP for Windshield Wiper Motor, Windshield Wiper Module

It may be the windshield wiper module instead of being the motor, since you have had that replaced 3x already. There should be no fuse issue.

check the fuse box the fuse marked wipers .make sure the fuse is not blown .if not check the wiper motor for electricity if good replace wiper motor

where is the fuse box for my 2001 lincoln towncar looking for windshield wiper fuse because they wont turn on what so ever

From your owners manual:

Fuse#11 30A , Wiper Run/Park
Relay, Wiper Hi/LO Relay, Windshield Wiper
Motor, Rear Washer Pump Relay

U will also need to check the relays if the fuse is ok, the relay, it is the underhood fuse box
