SOURCE: i have a 1999 passat estate and i need to change

Remove the trim panel from inside the car and release the push rod that works the lock and you can manualy open it.

or are you talking about the liftgate NOT staying open due to weak liftgate supports?!?

your vehicle sounds like its auto. that p1700 fault code is tcm (transmission control module) service request and does not mean a fault is present unless the gearbox fault light is on then there will be a further fault code present to indicate the problem area
