Without having the vehicle an doing some testing we'd only be guessing . Your best bet would be have a qualified repair shop look at it . You replaced the starter but the battery light stays on ? That's because the starter has nothing to do with the charging system . The battery light is an indication the charging system has a problem . The charging system on your vehicle is controlled by the PCM - engine computer . The first thing to do would have been to hook up a scan tool an check for codes in the PCM & BCM .

I have a 98 Saturn SL1 from time to time it would not start, it wouldn't even try. I knew the battery was good. It turned out to be the cranshaft position sensor.

Well lets see - resetting the Check Engine light will not, in itself, have anything to do with now not having any heat from your heater.
Why the Check Engine light was on in the first place may have a lot to do with it.
If your engine is low on engine coolant (antifreeze) your heater will not work. Low coolant levels and/or engine overheating will also set fault codes in your computer and turn the Check Engine light on.
NOTE:
It is NEVER good to reset a Check Engine light without properly diagnosing and repairing the reason it was on. At best, it could wreck your catalytic converters, making it extremely expensive to get through an emissions inspection. At worst, it could cost you an engine.

The starter, battery and alternator has been replaced. However the battery light stays on still. I was told the next step would be to replace or check the fusable link? I'm honestly unsure and have exhausted all expenses on this :(
