1/ Place a drain pan under steering rack. 2/ Disconnect hose from steering rack. a/ Remove bolt from retaining plate. b/ Release hose, hold it clear of steering rack and allow fluid to drain.

It sounds like the power steering belt has snapped, if this is the case they are pretty cheap and I could see this happening in the cold weather so fingers crossed it is just that alternatively it could be the power steering pump or the power steering rack which are much more expensive.
there the 3 things to check besides the obvios power steering fluid level.
The whine is most likely your power steering pump. Check the fluid in the pump. If you are low on power steering fluid you may have a leaking hose or fitting or the seals in the pump may have began leaaking. If you continue to run the auto without power steering fluid you will burn up the power steering pump very quickly.
Is there fluid? is there NO power steering or just very little assist? There is an electrical connector on the steering rack that if not plugged in will cause very little power steering assistance
Low on fluid in the pump, if it leaking from the steering rack then it needs replacement, If theres is a squeal then the belt is loose or the pump itself is bad. If you have a bad creaking noise then the ball joints need replacement, bad ball joints can lock up the steering but the worst it can do is drop the front of the frame to the ground and which could be very dangerous when driving..
