They cannot do this over the phone./and won't..they dont know you or if anything is stolen.
Procedure..
Stop at a chevy dealer or any GM dealer,they can retrieve a backup code out of the radio..by pushing some buttons.
Then they call in to the delco center using the backup code and obtain a new unlock code.
They can enter the code to unlock the radio.
If by chance a code has been entered incorrectly 3 or more times,then they will have to let the car sit with the key in the on postion for an hour before entering new codes.

Hello.... LOC means that a customer code has been stored into the radio for security reasons. At this point the only code that can be retrieved is the backup code. This code can be retrieved by the dealer. From this code they can get the customer code. If this is not a option may I recommend getting a new radio....

How to Reset GM Theft lock Radio's
Article Disclaimer: This article is meant to be used by Delco Radio owners to reset there radios. In no way is it meant to be used for any unethical or unlawful ways.

Purpose
The following instructions will allow you to reset any GM (General Motors), Cadillac, Oldsmobile, Buick, Pontiac theft lock radio.

Requirements
The theft lock radio must be in "LOC" mode.

Procedure:
1. Turn the ignition ON (The radio should display "LOC")
2. Hold down the Radio Presets 2 and 3 buttons for six seconds
3. The radio display changes from LOC to a three-digit number. Write this number down. You now have fifteen seconds to complete the next step.
4. Press the AM/FM button
5. The radio display changes to another three-digit number. Write this number to the right of the first one
6. You now have a six-digit number, the first three digits are from STEP 03 and the last three digits are form STEP 05
7. Call 1-800-537-5140
8. Press 1 then # (pound). You'll hear "Invalid Code, try again"
9. Press 139010 or 106010 or 206010 or 202107 then # (pound). You will be asked to enter your four or six digit code followed by *
10. Enter the number from STEP 6 then *
11. Listen to the four-digit number and write it down. It will be repeated twice
12. Turn the ignition ON (The radio displays LOC)
13. Use the MN and HR buttons to enter the code from STEP 11
14. Press the AM/FM button. The radio display changes to "SEC". Your radio is now "un-locked" and usable.

Troubleshooting
If you fail to enter the correct code eight times, the radio goes into INOP mode. You have to wait an hour with the ignition on before the radio returns to LOC mode.

1998 Chevy Lumina radio

Unlocking the system from the manual.
1. Turn on ignition. LOC will appear.
2. Press MN and '000' will appear.
3. Press MN again and hold until you see the last 2 digits of your code.
4. Press and hold HR until you see the first 1 or 2 digits of your code.
5. Press AM FM after you make sure the code is correct. SEC should appear, meaning your system is ready and still secure. If LOC appears, the code was wrong. Good luck

Chevrolet radio in LOC

press and hold the 2 and 3 button simultaniously for a few seconds. A 3 digit code should appear, write this down. Then press the am/fm button, another 3 digit code should appear, write this down as well and report back to me with these numbers and I can obtain you an unlock code.

My 99 Pontiac Grand Am's radio is on Loc. I have the 2 codes but I don't know what to do now?

turn ignition switch ON but leave stereo OFF---press MN button and OOO should appear -----press HR button to make the last two numbers match your code then release button ---press hr button until the first one or two numbers match ur code ----press AM/FM SEC should appear indicating the radio is unlocked if LOC shows up either took longer than 15 seconds between entering codes or wrong code entered --u r allowed only 8 tries after that radio becomes INOP and dealer is only one able to reset

I have a 1997 Chevy cavalier Radio LOC. I changed the battery this morning now the radio is LOC. Can you help?

My dealer wants $85 for the code. Another dealer - 2 hrs away - wants $50. This looks more like a GM money-maker than a security feature.

My batter die and my radio went to loc i know my code just dont know how to do it

Enter the secret code as follows, pausing no more than 15 seconds between steps:
  1. LOC appears when the ignition is ON.
  2. Press MIN and 000 will appear on the display.
  3. Press MIN again to make the last two digits agree with the code.
  4. Press HR to make the first one or two digits agree with the code.
  5. Press AM-FM after you have confirmed that the code matches the secret code that was written down. The display will show SEC, indicating the radio is now operable and secure

2000 GMC Safari, lost power to the vehicle. The radio did disply 'loc' and now displays 'InOP'. Please Help

Thanks for using FixYa. If you fail to enter the correct code eight (8) times, the radio goes into INOP mode. You have to wait an hour with the ignition on before the radio returns to LOC mode (go for a long drive somewhere).

After that the the radio will go to LOC mode, then follow this procedure to unlock it—

To unlock the car radio - Have a pen and paper ready. Push and hold stereo preset buttons 2 and 3 simultaneously for several seconds. Three digits will appear in the display "XXX", write them down. Push the AM/FM button, three more digits will appear in display "YYY", write them down.

Press 1 then # (pound). You’ll hear “Invalid Code, try again”

Press 139010 then # (pound). You will be asked to enter your four or six digit code followed by * (start)

Enter the six didgit number obtained from above procedure.

Listen to the four-digit number and write it down. It will be repeated twice

Turn the ignition ON (The radio displays LOC)

Use the MN and HR buttons to enter the $ digit code that you have heard.

Press the AM/FM button. The radio display changes to SEC. Your radio is now “un-locked” and usable. The Theft-Deterrent feature is STILL active! If you want to disable it, use the instruction in Owner’s manual.

Changing battery 2001 Lumina and radio lock up.

someone (hopefully you) set the 3 or 4 digit security code on the radio. when power is disconnected, like if someone steals your radio, the radio locks and cannot be used. the code can be from 000 to 1999. the hour and minute buttons are used to enter the numbers. 2000 choices - good luck
to unlock the system:
1 turn on ignition - LOC will appear
2 press MN and '000' will appear
3 press MN again until you see the last 2 digits of the code you want to try
4 press HR until you see the first 1 or 2 digit of the code you want to try
5 press AM FM
6 SEC will appear if you got it right - LOC will show if you got it wrong

Radio

You can drive to the dealer and have them help you enter the code since they are alway's connecting and disconnecting battery's, The instructions are in the manual and the codes might be written in the front or back page. If no codes were programed try 0000 and see if that works. IF the dealer wants to charge you a crazy amount, you can get your codes here on www.radio-code.com Good luck and hope this helps.
