Just got a 1999 s80n not running
after some time got to see that some one had changed the fuse box and when doing so left a couple wires in the wrong place
replaced again and got the car to crank but will not start
the ecc on the fuse box is burned,got a used one but know need to program the keys and all the network
as it is a old car and the dealer wants 125 hour for diagnostic I am trying to get some one that has the necessary equipment and is reasonable with prices

It sounds like an intermittent electrical issue, and those can be very difficult to address. On the 1999 V70, the immobilizer normally allows the engine to crank over, but not start. The immobilizer will also set codes that can be read by a shop.
Sounds like you might have a starter that is starting to go, but it's really hard to know without seeing the car. Do you have a Volvo shop in your area? Also, have the shop check the B+ battery cable, they fail and cause all kinds of weird electrical issues, and have them check codes.

I would suggest you join up to one or 2 of the better VOLVO online forums (there are a few). There may be someone there who has some downloadable material they can email to you or know where you can get an unofficial copy of the CDs.
I recently secured workshop manual info from a forum member for another vehicle (not a Volvo) which he had copied from the manufacturer's CDs he had access to. Very useful because you cannot get the CDs officially.
These on line Car forums can be very useful.
