As for the brake lights push brake pedal down while pushing on and wiggling the hazard switch.If the brake lights come on then replace the multi-function switch.
Sounds like you have a bad multiple function turn signal switch.
A couple things to try
With your foot pressing on the brake pedal, Press the four way flasher button up and down, press and hold it down, pull up on it, or wiggle it. If the brake lights come on during any one of those replace the switch.
With the key in the run position pull, push, the turn signal lever slightly. If the turn signal or brake lights start to work replace the switch.

I fixed the same problem by using a few inches of rubber hose to fill the gap between the front of turn signal lever and the forward edge of the opening in the steering column shroud. The hose was sliced lengthwise to permit it to grip the shroud. The goal is to have the hose push against the lever with enough force to hold the lever back and still allow the lever to move in all necessary directions while being prevented from moving forward, which seems to cause the electrical malfunction.

Will your Center High-Mount Stop Light
(CHMSL) illuminate when you depress the brake pedal, but the lower/outer lights will not?

certain spot to get the turn signals to flash?

If you answered yes to any of the preceeding
questions, your turn signal switch is likely malfunctioning.
**One more question before we continue: Is
the turn signal lever not "cancelling" (returning to the "off"
position) after you make a turn? If this is the case, you have a broken
"cancelling spring."
Before you begin disassembly of your steering
column, verify the turn signal flasher is not malfunctioning. If your brake lights
work fine, but not the signals (either direction,) then it's likely the flasher is burnt
out. The flasher itself is located underneath the dash near where the steering
column passes through the firewall
