Could be a bad battery. It can show proper voltage but will drop dramatically when under load (like starting). I would get the battery tested and if it's good then look at the starter.
97 Buick regal has a mini starter, it's much like the gears on a cordless electric drill, all you need to do is disassemble it spray it with brake clean to get the dirt out of the gears and reassemble it that's all I needed to do to mine, it should be fine
A careful check of the system will be necessary. Will the car start with a jump? If the cable ends are dirty clean them. When was the battery installed? How old is it? Has the weather gotten cold all of a sudden(could end a weak battery). Is it Maintenance Free(no caps on top) or can you add distilled water to top off the cells? Is there a load(lights on?) drawing down the battery? Just because a charger says a battery is ready dosen't mean it is. Check the water level(if you can) DISTILLED WATER ONLY in the battery and try to charge again. Remove caps from cells and pour watter in slowly, do not over fill. USE CAUTION the battery contains ACID that will brun you. BE CAREFUL
