I have a 1999 Buick Regal, it stopped starting in Park and would only start in neutral. Now it won't start at all. I cleaned the battery terminals when replacing the ends they would spark lightly like something were on but didn't see any lights on in the car.

If you start it in neutral, the auto locks don't auto lock. As an mechanic, I start in neutral out of habit because it technically reduces wear by avoiding going through reverse.shift out of park while in acc to nuetral and start
see the diagram and proceed:1)determine if the fluid is the correct 2) see if there are some codes coming 3)low level fluid brake 4) smell burning 5) test sensor
STARTER SELONOID OR DIRTY BATTERY CABLES OR LOOSE CONNECTION ON STARTER.iF YOU REPLACE STARTER REPLACE WITH COMPLETE UNIT NOT JUST SELONID GOOD LUCK.PS BE SURE BATTERY IS UP TURN LIGHTS ON AND HAVE SOMEONE WATCH THEM AS YOU TRY AND START TO BE SURE THEY DON`T GO OUT IF THEY DO--- GO TO CONNECTIONS ON BATTERY OR TRY JUMPING GOOD LUCK
Remove the connectors and probe them with an ohmmeter.
Connect one lead of your meter to the terminal with the yellow wire and the other lead to the terminal with the purple wire. Set the parking brake and shift the transmission through the gears. When in park or neutral, the meter should read zero ohms.
Neutral Safety Switch may be out of rotational adjustment on the column.
And'/Or the Brake Switch is bad and is causing the Park lock to not release when pressing on the brake pedal.
the batt is suspect...take it to autozone, or other place, they'll check it out free......the shifting out of park is a seperate issue, the pawl for the steering/shifter is not working properly....did you notice if the steering wheel would turn when the shifter is stuck?....probably not....when this happens try to turn the wheel back and forth-not hard but not gently- a little graphite dust sprayed in there would help.......hope this helps you out
My 1999 Buick Regal GS was doing the exact same thing. Replaced the ignition switch on the steering column and everything worked fine. You can buy one online for around $85. Installation took me a couple of hours.
