I had this problem.2000 Solara 2.2 . With key out of ignition, the starter just started running. Melted rubber boots on starter, and caught ground (negative) battery cable on fire. Went to NAPA bought a new starter with solenoid and new battery cable. That fixed it. They recommended a starter relay also because that could have been source of problem. So I replaced the relay just for insurance. Scary. Never had that with my 1968 chevy.
Sounds like either a broken ignition rod (located in the ignition switch which engages/disengages ignition) or a bad solenoid which controls the current leading to the starter. Check the starter/solenoid first before taking apart the ignition.
Sounds like you have a bad starter solenoid. Replace JUST the solenoid...save money....that'll fix your problem.....unless you just want to replace the whole starter assembly!
