the most likely cause is low gas in the air con system .
most cars have a pressure switch that detects low gas level and will prevent the clutch enganing to prevent damage.

the first thing to do is to top up the gas in the air con system.
i would recommend getting this done properly as they will ensure that the correct amount of freon is in the system, but you can top it up yourself using cans of freon from a motor shop.

It is at the very top rear of the engine behind the intake to the right of the distributor on a thin lip of metal of the engine block.

Check the magnetic clutch is engaged on front of a/c pump, have the motor running, a/c on and fan on high, if the centre hub is static the pump in not switched on, this can happen when the gas pressure gets low.

Try grounding the LOW PRESSURE A/C SWITCH by the compressor, while trying to recharge. This will energize the compressor. Hope this helps.

Why do you feel the system might need to retrofit? Since 1994, all vehicles sold in the US are required to use R134, which is the new style refrigerant.
