Air Bag light comes on and stays on and Horn does not work Mechanic is saying it is air bag clock spring in the steering column. Am I being "ripped off" ?

Chances are it is a bad clock spring. It the SRS light iluminated?

You would have to take air bag module off the steering wheel .An to do that you have to deenergize the air bags , pull a fuse an disconnect the negative battery cable . Pull the air bag fuse or disconnect the negative battery cable an wait a few minutes , then you can remove the air bag safely . What country are you from ? Do you have an air bag light lit on the dash as well ? Possible clock spring problem , it's located inside the steering column under the steering wheel . This clock spring allows the steering wheel to turn from right to left keeping the air bag , horn , speed control ( if you have the buttons on the steering wheel ) . Connected electrically . disconnect the battery and wait for 10 minutes for the air bag capacitor to discharge power.
remove the air bag module from the steering wheel
remove the center nut, then steering wheel
the clock pring is a yellow round piece that fitted inside the steering column. there is a snap ring hold the clock spring in place. disconnect the wiring then remove the clock spring.

The computer controls the horn and looks for a signal from the Remote Keyless Entry system or the horn button. Due to the fact that the horn works with the RKE but not when you press the horn button, would cause me to suspect that the Clock Spring mechanism, which is also used to activate the Driver's Air Bag, might be malfunctioning. When the Clock Spring breaks, the computer does not get a signal from the horn button so it can not opperate the horn. If it is in fact the Clock Spring that is malfunctioning, the Air Bag module and the steering wheel must be removed in order to replace the Clock Spring, which should be left to a trained professional, that has been educated on the proper handling of the Air Bag system. You wouldn't want to accidentally deploy the Air Bag, as you could be injured. That and Air Bag modules can be expensive to replace.

replace the clock-spring ribbon contact under the steering wheel, that is the problem, u have lost the connection due to a broken ribbon contact.

You have a clock spring problem!!! No problem to replace just remove steering wheel but you may want to make sure the steering column is grounded first

There is something called a clock spring in the column that is used for the airbag, horn and cruise control buttons. This clock spring if messed with will cause a/bag light to come on and possibly cause a/bag failure if there is a collision. DON"T mess with the wiring in the column. Run new wires in to the horn or install an a/market horn.
