The noise your are hearing is the fuel pump, you might need a new battery by the sounds of it, or your ground is corroted or your connections arent tight and could be causing the power failure, check your battery system over and down to the starter, if its not grounded right it wont start it will just go blank.

the gaudes go bizerk because theres no power, ur battery might be dead, or your post are not tight, try tightening or cleaning your posts, if that dont do it, replace ur battery

My car wont start ,how do I reset the theft system on a 1999 monte carlo

Is the theft light on the dash lit ? If so turn the key onto the run position till the theft light goes out, about 10min. Turn key off for a few min. then start , hope that helps. If not have to have it checked for codes in the (BCM) body control module or the (PCM) powertrain control module !

Electrical problems

Same thing is happening right now on a 2002 Monte Carlo. When the key is simply turned to ON, all of the lights on the dash starts blinking rapidly. When I attempt to turn the car over, there is no CLICK or anything from the engine - nada. Ignition turns and the dash goes dark, as if it wants to TRY to start - but nothing happens.
But, when I press the brake pedal (and the key is just sitting in the ON position), all of the blinking lights stops flashing and just stay lit. Therefore, I changed the brake switch, thinking it might make a huge difference. Didn't really help at all. When the key is turned, you can hear the fuel pump engage and everything seems to be ready to go. But, the car won't start (it will only start when it feels like it)...hit and miss, pretty much.
Does anyone know the TRUE solution to this issue? Does the ignition need to be replaced in order to get this car to crank over

2002 monte carlo fuel gauge doesnt work, pump works ok.

It is likely the fuel level sending unit. I had a customer with an 03 Monte Carlo that the pump went out and the fuel gauge hadn't worked in about a year. We replaced the fuel pump module and it took care of both problems. I believe the sending unit is available separately from the complete module.

2001 monte carlo SS 3800 motor, turn over but won't fire

There is a possibility that the battery is bad and not making the fuel pump work properly or to it's right pressure. Cna you hear the fuel pump come on when you turn the ignition switch to the on position... Have someone unscrew the fuel cap and listen near the hole you put fuel in to see if they hear a humming or vibrating sound when you turn the key to the on position.... If you hear the fuel pump come on Check the battery... It might have good voltage but the amps might be week... It could be the battery...

Car wont start. security light on.

I had this same problem with my 2002 Monte. It is a very cheap fix about $100(If you do not got to the dealer $800) The car thinks that you are trying to steal it so you have to turn the key in the on position until the security light goes off and when the light goes off dont try to start it. Turn the key to the off position and then try to start it. It should take about ten minutes. I know its frustrating cuz I've been there.
