Your car has an interference engine, which means if the timing belt is broken, the pistons will strike the valves. If your engine turns over and there is no noise of internal metal-to-metal contact, your timing belt is not broken. If your engine does not turn over, and you suspect the timing belt may be broken, remove the valve cover and SLOWLY rotate the crankshaft a few degrees by hand, watching if the camshaft rotates. If the camshaft rotates, the timing belt is not broken.
You provided no information on why you think the timing belt may be broken, although you refer to having good electrical power. Does the starter engage? If not, it has nothing to do with the timing belt. Does the starter engage but the engine doesn't start? If so, timing is way down on the list of things to check. After checking spark, fuel delivery, compression, etc.
Is the sound from one side/corner of the car, does the car pull to one side when you brake?,does the steering wheel shake while braking?...would narrow things down a bit,maybe a CV shaft is worn out?
I had almost the same problem, I checked to the bushing on the shift cables and they were gone. I found the kit at orielly's auto for $8. its a manual cable bushing kit
It's possible that the you have "cupped" tread on a tire or two. After rotation you may hear it. Look at the outer edges of all of the tires for an uneven tread wear. Sometimes it takes a little driving to **** this down. If no luck here, I would stop back at the garage to have them verify there isn't a safety issue.
It's a pain to get out I just did mine belt and water pump it took about 3 times as long as I thought.
Make sure all the bolts are loose, make sure you have removed the tranmission mount as it gives you more room to move the engine. It's suggest you take the exhaust off as well as you can damage it if you jack the engine up too high. Lossen the bolts on the motor mount across from that plate, you will not be able to remove the motor mount but you can spin it allowing you to get that big plate out.

Most likely a cam sensor or a crank sensor. The timing belt didn't break did it? They also have an issue with the timing belt tensioner going bad and jumping a tooth.
