Check to see if you enough Steering Fluid. If the fluid was recently flushed, make sure they put right kind of fluid. I once had my fluid replace and they topped it with the wrong spec fluid. Had to reflush and put the correct fluid. Belt will usually make noise, not cause the steering to stiffen up. Hope this helps, let us know if a better answer comes along.
While you had the serpentine belt off, did you turn the different pulleys to see if any of them were wobbily or hard to turn? If not, that would be something that you go do to localize the sound.
Also watch the belt as it is turning! Normal operation should be a smooth rotation without wobble. If there seems to be unnatural movement in a certain area, that is an area you should concentrate on.

Have you checked the power steering fluid? Do the belts squeel when you turn the steering wheel?
I know this might sound silly but are your air pressures in your tyres correct? Low air pressure will cause your steering to shake at speed and it will be hard to turn at low speed.

1. it depends on the conditions the car is being driven for the struts. sounds more like a axel to me. 2. about every 100,000 miles for timingbelt. 3.check your power steering fluid. also make sure your belts are tightened right. if thats normal it may be your steering pump.
