The small black box is located on the drivers side frame (att by 1 screw) gain acess by removing front lower cowl(black) then look up between fender and outside of frame rail

The module for my Daytime running lights for 99 Ford Taurus is behind or kind of under the drivers side headlight. Pretty much behind the bumper.

If your talking about, lamp out warning, I don't think the drl has anything to do with it. Just my opinion.

My 99 ford ranger keeps blowing fuse # 27. Utube video said in column, scuffed wires to O/D buttonn dismantled column, no scuffed wires Where do I look next?

This fuse also powers , transmission control switch , DRL module , back up lights switch , digital transmission range sensor and the pulse vacuum hublock solenoid .
DRL module is daytime running lamp module . look at the transmission range sensor . Disconnect thing's one at a time till fuse no longer blows or disconnect everything an then replace fuse the connect thing's one at a time till it blows , then you found your problem circuit .

06 ford Taurus lights will go bright for just a flash when on high beam or low beam. like there is a very brief power surge.

Check the DRL module , daylight or auto light module , kick the relay , if it persists replace .

Transmission modulator? The 99 taurus transmission (AX4N) doesn't have one. What is you problem that you have? I can likely help.

Headlamps inoperative daytime running lamps come on then go out jumped out headlamp switch ground circuit out still no headlamps.

It sounds like your DRL RELAY/Headlight relay. I had this happen with a 2000.

This first part is how to disable the DRL
TOYOTA. From the Toyota technical service bulletin EL011-00 Web site for specific models determine where the module is; either the DRL relay or the body ECU, connector number, pin #. Oct 6,2000.

Corolla 99/00* DRL relay D3 pin 23

4Runner 2000 DRL relay D8 pin 2
Land Cruiser 99/00 DRL relay D8 pin 2
MR2 Spyder 2000 DRL relay D2 pin 12

-disconnect battery- Then remove the wire with pin attached and tape to the harness. (consider just cut and tape the wire) -check operation- [except the 2000 MY-Avalon, additionally you need to ground the wire at the module end of the cut wire]

The automatic headlights do not work

by "automatic headlights" you may mean Daytime Running Lights. Check for a DRL fuse. There will be a DRL module that can effect the battery draw as well. Go to the parts store and look at a new one, then find your under the hood. I had one that actually had its insides oozing onto the inner fender.
