You have two unrelated issues.
The air bag light is on because there is a fault with it. Only by checking DTC Codes will tell you this issue. It could be the clock spring connection, it could be the sensors.
The Horn issue is probably the horn relay, relay R9.
Check all the fuses, rippling out the wiring may have blown some. Was the battery disconnected. The security and immobilizer needs to be reset. In reality, you probably need and auto electrician that can bring up and read wiring diagrams. Their scan tool computer can also diagnose communication issues or damaged modules.
I tried the DIY service and repair manuals from a website and it actually helped me repair transmission problem in my ford explorer. it wont move forward or reverse, engine
is good both solenoids for forward and reverse work.

it is called a clockspring.
the other thing to check is that the rear part of the steering wheel is clearing the column shroud properly.
call a few places in your area and how much it is to change the clockspring.
