I think you have a bad ignition switch, not the ignition lock cylinder. they are 2 different things.

Section 11-05: Steering Column Switches 1996 Taurus, Sable Workshop Manual
REMOVAL AND INSTALLATION Ignition Switch Removal

  1. Disconnect battery ground cable (14301).
  1. Remove lower instrument panel steering column cover (04459).
  1. Rotate ignition switch lock cylinder (11582) to the RUN position.
  1. Disconnect the ignition switch electrical connector.
  1. Remove the two screws retaining ignition switch (11572).
  1. Disengage the ignition switch from the actuator.
Installation
  1. NOTE: A new replacement ignition switch assembly will be set in the RUN position as received.

Adjust the ignition switch by sliding the carrier to the ignition switch RUN position.
  1. Make sure that the ignition switch lock cylinder is in the RUN position. The RUN position is achieved by rotating the ignition switch lock cylinder approximately 90 degrees from the LOCK position.
  1. Install the ignition switch pin into the actuator. It may be necessary to move the ignition switch slightly back and forth to align the ignition switch mounting holes with the lock cylinder housing threaded holes.
  1. Install retaining screws. Tighten to 5.6-7.9 Nm (50-69 lb-in).
  1. Connect electrical connector to ignition switch.
  1. Connect battery ground cable. Check ignition switch for proper function, including START and ACC positions. Also, make certain that the column is in the LOCK position.
  1. Install lower instrument panel steering column cover with screws.

KEY WONT TURN IN IGNITION

OK, obvious first: turn it the other way. Don't laugh, I've done this.

Otherwise, barrel is jammed. Get a new barrel, dismantle the steering column and replace the existing one. You'll now need two keys: one to unlock the car and one for the ignition. You won't be the first.

1990 fleetwood starting prob.turn key nothing i can hear fuel pump the relays click i can jump starter. but nothing changed starter it was on its way out checked all fuses cheked all fuse links cheked key...

I would check the ignition switch. With a test light, check the small wire going to the solenoid for power when someone turns the key to the starting position. If you aren't getting power to that terminal on the starter, the ignition switch is not sending power to the solenoid.

No power at heater fan fuse is there a relay peugeot 406

406 is prone to damaged internal contacts in the ignition key barrel, one of the cables there supplies power to the heater blowers. What happens is there is a large supporting clip that takes the weight of the bundle of cables from the ignition barrel, this becomes loose or fails and allows the weight of the bundle to hang on the back of the barrel, the end result is loss of supply to various systems as well as damage to the key barrel itself. Drop the under steering kick pannel and try a wiggle of the bundle while you have everything switched on and the engine running, if you get intermittant blowers running you have found the fault!

My car has electrical power to everything when i turn the key on but it will not turn over.

ok a few things to check, there is a thin wire that runs to your starter motor (chek to see if it connected. there is also a big fat usually red or black coated wire that is main power from battery), the thin wire is known as the excita wire it transports the signal from the ign. barrel, if you turn the key as if to start the car and there is power to that wire then your starter motor solonoid and possibly the starter motor in its entirity is stuffed. on the otherhand if there is no power to that wire there is a starter relay and it should be in your main fuse box, this may be faulty, if none of these work go back to the loom behind the ignition barrel and see if the barrel itself is faulty, hope i have been of some help
